How can investments in meteorologic surveillance (with parntership from other USG technical agencies) be useful for food security (vis-a-vis water management)?
I suggest finding cheaper ways to store crops and to transport fragile crops to markets (including perhaps re-usable transport containers).

Set up a network of microfinance institutions, throught out, that only loan to small holder women farmers. Keep in mind that you should not force them to show proof of property ownership or have their spouse co-sign the loan. Criteria like that cause mass discrimination against women and increased levels of food insecurity.
